NAC is currently seeking a full-time Project Quality Manager, initially based on our Dalewood Water Reclamation Facility project in St. Thomas, ON. Position Summary
The Project Quality Manager is responsible for leading the operational delivery of NAC's quality management system at project level. Reporting to the assigned Project Director at site, this role translates corporate operation quality standards, procedures, and objectives (Quality Management System – QMS), into consistent field and project execution by providing leadership to personnel in project teams, and monitoring alignment with NAC requirements, client requirements, technical specifications, and applicable codes and standards.
The role provides day-to-day leadership for the Quality of Operations, function and works closely with project management, operations, employees, engineers, vendors, and clients to ensure inspection and test plans, quality documentation, inspections, audits, training, corrective actions, turnover requirements, and continuous improvement activities are implemented effectively. The Project Quality Manager is accountable for the quality, consistency, and practical application of NAC's quality management system and for escalating systemic quality risks, recurring gaps, and resource needs to the Project Manager, while working closely with other internal parties as it relates specifically at project level.
Responsibilities
Lead the implementation of NAC’s quality management system, its policies, procedures, standards, inspection requirements and quality management system expectations across projects.
Work with project teams to ensure project specific quality plans, inspection and test plans, hold points, turnover requirements, and documentation requirements are established, communicated and maintained.
Monitor project and operational compliance with client’s specifications, technical requirements, regulatory obligations, and NAC QMS. Escalate significant or recurring gaps to the Project Manager.
Provide practical quality advice and support to project management, superintendents, project coordinators.
Coordinate with project staff and quality personnel to ensure deficiencies, non-conformances, and corrective actions are tracked, communicated and closed effectively.
Oversee, coach and coordinate NAC field staff as it relates to the QMS to ensure consistent support to projects and a practical, service and advisement approach to quality function.
Conduct project inspections, in field reviews and management meetings to verify expectations, coach teams and strengthen consistent application of NAC’s QMS at the site level.
Assist in deploying quality resources to project based on workload, project risk and client requirement and project priorities.
Build effective working relationships with project managers, superintendents, design representatives, owners, consultants and other appropriate parties as applicable for a strong NAC QMS at project level.
Lead the development, coordination, and rollout of quality training, onboarding, field guidance and competency requirements for project personnel while working with project level supervisors.
Develop, maintain and provide sustainability to the current and future NAC QMS and its applicable documents at the project level.
Identify quality training needs, competency gaps, and recurring field issues, and provide recommendations to strengthen the quality management system and quality workforce capability.
Support change management and continuous education when procedures, specifications, technologies, client requirement or code and standards are updated.
Support internal and external quality audits, readiness reviews, client surveillance activities as it relates to quality and follow up on project driven corrective actions as required.
Review the quality and consistency of project quality records, turnover packages, inspection reports, test results and other documents as it relates to Quality.
Maintain or support KPI reporting, trend analysis, lessons learned and communication of quality performance data to project team.
Monitor the effectiveness of the QMS through audits, field reviews for management of change of the QMS or project expectations.
Ensure required quality documentation is complete, accurate, retained and readily accessible to support projects.
Lead or support investigation of significant quality issues, root cause reviews, non-conformance trends, and corrective action planning at the project.
Provide project with input into quality program revisions at a project level.
When required support and advice to project with vendors and subcontractors as it relates to the project specific quality plan.
Recommend improvements to processes, forms inspections sequencing or other aspects of the QMS to strengthen consistency and reduce rework.
Advise project managers and other applicable staff on day-to-day work as it relates to the QMS within approved priorities and project needs.
Establish quality support priorities, field review schedules and follow-up expectations within the QMS.
Require timely correction, documentation or escalation of significant quality issues in accordance with NAC procedures and delegated authority.
Requirements
- Post-secondary education in engineering, construction management, quality management, or a related discipline, or equivalent combination of education and experience.
- 5 years of progressive experience in construction quality management, quality assurance, quality control, or related project delivery roles.
- Knowledge of ISO 9001.
- Experience leading quality personnel and supporting multiple projects, business units, or operating groups.
- Strong working knowledge of quality management systems, inspection and test planning, turnover and closeout requirements, document control, non-conformance management, and corrective action processes.
- Ability to interpret technical specifications, drawings, codes, client quality requirements, commissioning-related quality needs, and project contract expectations.
- Experience with audits, metrics, trend analysis, technical documentation review, and continuous improvement methods.
- Strong problem-solving, communication, coaching, and relationship-management skills across field and management teams.
- High proficiency with Microsoft Office and quality/document management systems.
