Winnipeg South Water Pollution Control Center Contract #4

Contract #4 for the Winnipeg South End Water Pollution Control Center (SEWPCC) involved expanding and upgrading the facility to meet the operating and effluent limits outlined in Environment Act License 2716RR dated April 18, 2012, as well as accommodating year 2031 forecasted influent flows and loads.

The scope of work expanded the facility's treatment capacity from 278.5 ML/d to 420 ML/d and encompassed all remaining civil, structural, architectural, mechanical, process, electrical, and controls work required to complete the SEWPCC Upgrades. Over the 51-month construction period, NAC performed work across virtually every area of the facility, including the Service Building, Chemical/Electrical Building, Headworks and Grit & Screenings Building, High Rate Clarification Building, Fermenters and Sludge Thickeners, Bioreactors and Blower Building, Primary and Secondary Clarifiers, Biofilter and Odour Control systems, UV Disinfection Building, Administration Building, and the overall Yard and Electrical Substation.

Key elements of the work included the construction of a new Grit & Screenings Building with upgraded raw sewage pumping capacity, the conversion of existing High Purity Oxygen reactors into primary sludge fermenters, the installation of a new Ultraviolet disinfection system, and the construction of a new 66kV electrical substation with fully redundant power transformation serving the entire site. NAC also executed a facility-wide migration of the existing Infi90 Distributed Control System (DCS) to a new PLC-based Process Control System (PCS), integrating both new and existing equipment plant-wide.

NAC self-performed all civil, mechanical, electrical, and instrumentation and controls scopes of work under a single, unified project management team, delivering a complex, multi-year expansion on an active operating facility while maintaining ongoing plant operations throughout construction.
