Tofino Wastewater Treatment Plant
The Tofino Wastewater Treatment Plant project represents a significant development for the town of Tofino, marking the construction of its first-ever wastewater facility.
This Design-Assist Construction Management contract encompasses the construction of essential components, including new secondary clarifiers, IFAS reactors, EQ tank, headworks building, mechanical building, and electrical rooms. The scope also involves the construction of yard piping, site civil work, and a water main system. Additionally, tie-ins for influent forcemain piping and effluent forcemain piping are included, along with all required commissioning and handover of the completed wastewater treatment plant.
This transformative initiative emerged from collaboration between the District of Tofino, the Tla-o-qui-aht First Nation, NAC Constructors Ltd., WSP, and various provincial and federal representatives. The project initially faced challenges in 2020 when bid pricing exceeded the budget by 50% during the procurement process. However, the District retained NAC as Construction Manager in early 2021 to identify cost-saving alternatives. Collaboratively with engineering and District staff, NAC identified an alternative plant design, focusing on the Integrated Fixed Film Activated Sludge (IFAS) treatment technology, which significantly reduced construction costs and overall lifecycle expenses.
