Saint John Safe Clean Drinking Water Project
The Saint John Safe Clean Drinking Water Project was a Public-Private-Partnership (P3) between the City of Saint John, NB, and Port City Water Partners (PCWP).
PCWP consists of Brookfield Financial, North America Construction (1993) Ltd. (NAC), Acciona, Stantec, AMEC and SIMO. NAC was both a SPV Partner and the prime contractor for the new Water Treatment Plant.
The overall project scope included designing, building, operating, financing, maintaining and refurbishing the city-wide potable water drinking system over a 30-year period. The WTP project was the construction of a new water filtration plant with a capacity of 75ML/day.
The project also included the construction of 3 x 11ML reservoir tanks at the new treatment plant, as well as 26 kilometers of new potable mains and raw water mains.
Upgrades to the existing infrastructure included seismic upgrades and new intakes at the existing dams at Lock Lomond Lakes, Latimer Lake and Robertson Lake.
The West Saint John scope included new potable mains, raw water mains and upgrades to the well sites (3 wells) along with upgrades to the Spruce Lake Pumping Station.
Additional works also included the industrial water system which provides untreated water from Latimer Lake to the Irving Oil refinery.
